Why, why is it so pathetic? It barely scratches forts, and does 1 to 3 damage (out of 100) to a CONSCRIPT.
Artillery, The greatest killer of the first world war, is very weak.

Don't even bring up howitzers. I mean the early game artillery.

Artillery is designed to fight light vehicles. Howitzers to combat enemy manpower. Siege weapons exist to destroy cities and forts

Even then, artillery does deserve a slight buff against infantry

Units are upgrade-able lower levels will not deal as much damage compared to a higher one. In addition units by themselves do not deal as much damage compared to units in a larger stack.
Range units are better than melee units because they attack by range there needs to have a balance. Lastly in ww1 artillery were inaccurate. -

Also, if u stack Arty in a batch like 5-some 30 or more, they have destructive effect. Stack them up and they will do the job.
Remember to stack troops before the arty !

I remember destroying 10 or so heavy tanks with 5 howitzers.....
