I'm playing as the german empire, and plan to build a harbor in hamburg so that I am primed to attack britain. However, I am not sure where the ships would spawn to the left of denmark, facing england or towards the right of denmark, facing the baltic sea, and forcing me to go around denmark to reach england. Thanks in advance.

they spawn where the harbour is built.
look for the crane on the beach of hamburg thats where your ship gonna spawn
and also you need to build factory too in hamburg if you want to start naval production. -

everytime you choose to build a harbour, the game lets you choose on which end to put it ( where it's possible ), and then depending where you chose to have it installed it's where they will spawn
