Several times i'm in war with some newbie who doesnt accept his defeat and asks another player to give him a city so he can move his capital to another continent, so... I wanna know if i can use spies to make that city rebels itself so i dont have to get -5% of moral until i get to conquest that city too .-.
Can I make a Capital city rebels itself with spies?

sending economic spies will ruin a provinces recourses in turn that will effect morale resulting in a city rebeling so in short the answer is YES

Yes it is possible if someone has few units in garrison you can spy bomb it with Economic spys and cause capital to revolt, same as any other province under 30% morale you need some units to suppress revolts, I have witness capitals revolt especially when economy collapses on the big 500 maps, common thing on 500 maps

capitals can revolt from lack of province morale, yes. not a common thing to see, but it does happen
