I saw an older thread where people had proposed and supported ballons being able to see submarines. Here is the historical context of it from the US Navy history website of using tethered balloons on warships to spot submarines, and direct fire against enemy targets.

submarines are already very weak in its current form.. if even balloons can spot them, who would use submarines?

It gave more interest to people with that mechanic to the balloons

i like that idea i think it should be looked into more maybe take the capibility from fighters add it to balloons and strengthen subs or make them cheaper
