Construction and Production Time, i'm very confused and disgusted.
I'm can't get my brain in to it,
one of my province,
moral=100%, with railway, fortress lvl V.
construction of harbor is 3 DAYS, WHY?????
my other province is less,
what is this?, what REALLY affects the Construction and Production Time?
