Ally Member goes inactive - can we kick him without him attacking us?

In my recent games, when a coalition member has gone inactive and he was kicked from the coalition, it switched the diplomacy from shared map to right of way. So he won't attack at that moment, but over time if you popularity decreases, the likelihood increases that he declares war.
