    I got these messages when i try to conquer Provinces.

    Neither bug nor new feature. Its an old feature. When an enemy conquers the starting provinces of an ally of yours (in same team or coalition), and you conquer that province back, it is automatically transfered back to your ally. It then also triggers this newspaper report.
