    They are created at an at-need basis. This means that there will always be a couple of active ones and if you want to start at day 1 it shouldn't take very long until a new one is created by the crew.

    Forts arent nerfed and have the following damage absorption until they break:

    Level 1 67%
    Level 2 80%
    Level 3 86%
    Level 4 89%
    Level 5 91%

    You might've had the luck factor against you, or they flowered on the fort.

    • A railway increases production (and tax income) with 33% (and morale with 10%).
    • A harbour increases production (and tax income) with 25% (and morale with 10%).
    • A factory increases production of resources in a province with 8% per factory level (and morale with 2.5% per level).
    • These upgrades will count the most in provinces with double resources, as they have a double standard output as well.
    • Lastly, resource production is also directly correlated with the province morale, which can suffer greatly under negative overall resource production after those resources have hit 0!

    According to game designers the regular AI will also move mech around but it basically will do so alot less. It will move fewer mech around fewer times, given the same conditions. That's the main difference between regular and elite's behavior towards mech, frequency of movement.

    All regular AI will be replaced by Elite AI, but maybe the elite AI can be tweaked a bit so it protects mech units like the regular AI did?
