According to the rules as I understand them, the first player to conquer 4 oil provinces and holds them for 3 days is the winner. Well, I've done that and the game still continues.

I have held 4 conquered oil provinces for well over 3 days and the game still goes on. Why? 4 for 3 ends it and I'm the victor, according to the rules.
