I have had the same problem and the mobile version is inferior to the desktop as far as I can remember.

1/ When I clicked on look at mobile it put my computer desktop to mobile and I cannot get back. There are whole bunch of bugs in that mobile display.

2/ When I click on a city or sometimes even a force in a city it brings up a circle with a display of forces and the city itself as a selection item. EXCEPT it then freezes the whole game and I have to go out of the game and reload to unfreeze it
