    Scorched Earth

    Simple stuff. Scorched Earth policy.

Losing? Enemy closing in on you?

Instruct your troops to destroy every upgrade in the province and lower morale until the population is pissed with you as well.

Enemy then would inherit/conquer a province that is basically all but rubble.

Actually it's older then WWII and WWI as the Russians even used it against Napoleon. The Belgians disrupted infrastructure during the german invasion of 1914 too. It's something from all times
