[EXPLOIT/BUG] Damage distribution on sea shielded by infantry

Situation : a stack of 20+ infantry on sea with 2 dreadnoughts and an observation baloon.

We attacked this stack with 4 subs and only the infantry stack took the damage, the dreads took no damage.

I consider this as an exploit.
