Of course you know.. everyone will know.. sooner or later but that is an important detail which is of course part of the manual in Conflict of Nations.

Well I dont think its a big deal for 5 minutes. But think you have to be sure to have enough in stock. Why would you risk loss of morale or disabling buildings.
Yes but there is a contradiction in the mechanics here. If you need to have 100% oil in stock 24h in order to avoid penalty, then why the mobilization penalty e.g. 50% it's not reversed a.s.a.p.(if you get oil)?

Certain resources at zero will affect your units' morale and/or speed. (Grain, Fish (for cavalry), Oil). Keep those always above zero.
The day-change calculation for province morale is based on the quantities at the time, so you can theoretically keep gas negative all day, and buy 24 hours' worth right before day change and be fine.
I think the actual level needed to avoid the shortage morale factor is 18 hours' worth, but if you plan for 24 you'll never go wrong.
So there r 2 different mechanics here.. that explains why my BBs got -50% mobilization penalty. Then there is only one good solution here..
I bought 24 hours' worth oil right before 18:15 and transfered it on the stock exchange right after daychange which I don't recommend to do for two reasons unless you wanna put an embargo on all lol. First the raeson mentioned above and second rich nations will buy all of your "safe" deposited oil. -

Not only at daychange, but all day long. If you are negative on a resource, you have to have enough in stock. Never have one of your resources negative (red) and zero at the same time.
Really? Not even 5 min? Well in that case I have to launch a special military operation on my lovely neighbor since he is literally bathing in oil lol..

If you're in neutral territory and their units encounter yours, within 5 km, combat will begin and the record will say that you attacked. The other possible option is that you were attacking a city that they moved a unit through during the attack round.

If you are low on supply for the day, you'll suffer a resource penalty, cos your population will be worried (morale down).
By day change it becomes 0, and the penalty increases i think.
Well that's bad news since that would mean I have to buy >15,000 ressources/24h and in order to do that I'll have to take 2 or 3 capitols/day lol.

wdym neutral territory and are you sure its not another player declaring war or your popularity being under 40% so ai declared war?
Neutral territory = peaceful relationship. Yes I'm sure )).
Suprise attack is when someone quitely captures your undefended territory, or if a stealth unit (Submarine) attacks your units.
More often than not, if a sub attacks a sea-wandering soildier, the soildier is dead, you don't see the submarine and so you cant see what triggered the war.
Yes I know but there was no notification except the war declaration and that is only possible when your units are on agressive-mode. Another argument for the bug is that a friend entered neutral territiry (of different nation tho) too and he didn't triggered war lol.
