enemy has 8 fighters and attacking a point then i sent my 15 fighters to attack them
i lost 3 and he lost 1 !!!!!!
attacked again before he leave i lost 3 and he lost 2 !!!!!
how that although he not attacking my fighters i was attacking him 
When equal units are in combat, there is no advantage to the "attacking" unit. Fighter combat is always frustrating for that reason.
Just one remark from praxis - when fighter to fighter combat, its better to send own fighters to patrolover area, than to order them to direct attack enemy fighters.
When attacking bombers with fighters, then its oppostite - order fighters to direct attack enemy´s bombers.
Why, I dont know and it doesnt make sense to me from the early beginning of this game.
Take into consideration the random factor in combat. It is worked into the game for a reason.
I suggest using patrol command as Hanzy said.
