Is it possible to send troops to reinforce an attacked fortress?
When I try to do this the reinforcements attack the attacking forces instead of strengthening the garrison.

You would need to reinforce from a different direction.
Its ok if they attack simultaneously, the main point you should look for is are they getting the fortress bonus.
Else, make them wait a few Ks out, and send them in as the next wave.

How do you know if you are getting the fortress bonus? What does it mean or the purpose of sending them in the next wave?

you can check the details of an army, and they will show if they are getting fortess defense bonus.

If you time the approach so they arrive before the next combat round, or are more than 5km away when it begins, you'll avoid attacking early.
